(the butterfly): A Personal Empowerment Program for Adolescent Latinas, a 12 session curriculum for girls ages 12-18. For her work with Together for Latinas, she has been honored as a Woman of Distinction by the Connecticut Girl Scouts of the USA; featured in the November 2008 issue of O, the Oprah Magazine as a winner of their Women Rule! leadership contest; and recognized with a “Woman Making a Difference” award by Soroptimist International New England Region. Nancy holds a BS in International Business Management from Albertus Magnus College in New Haven, Connecticut. She is a fellow of the William Graustein Memorial Funds’s Community Leadership Program and the Annie E.Casey Foundation’s Elm City Fellowship. Nancy currently lives in London, England with her husband, Craig, and her two sons. Prior to moving to London, Nancy lived in Stockholm, Sweden for six years.

Vilma Luz Cabán, Ed.D., Vice President

Dr. Luz Cabán has proudly served as an educator and instructional leader for 30 years. Her passion lies in addressing social and economic inequities.

She served as an advisory board member for various learning organizations on a district and university regional level. Vilma is a strong supporter of national and international volunteer initiatives serving historically underserved communities. As an educational liaison traveling with The People to People Ambassador Program, Dr. Luz Cabán presented research findings on math equity at the Royal University in Phnom Penh, Cambodia; The Teacher Professional Center in Cairo, Egypt; and The Ho Chi Minh University in Vietnam. Collaborating with Social Changers without Borders, Inc. Vilma conducted program evaluations commissioned by Equality Now, Inc. She evaluated a Kenyan girls rescue center utilizing grassroots efforts to save child brides from the dangers of female genital mutilation. Findings were shared with the United Nations Human Rights Children’s Conference in Nairobi, Kenya. As a researcher and educational consultant for various non-profit organizations, Vilma has worked to examine and support NGO founders. Her work has brought her to Rabat, Morocco and Xela, Guatemala examining the global epidemic of street children and orphans. Ultimately, Vilma’s research has brought her full-circle as she examined domestic violence in the Dominican Republic and Puerto Rico. She just completed a documentary project titled La Casa de Maria which chronicles her story as the daughter of a battered woman fulfilling one last promise. Her creative goal is to channel her experiences to support women authors.

He is adept at managing partnerships, driving expansion, and enhancing employee engagement. Pete has worked in multiple industries achieving productivity, meeting financial targets, and fostering transformation and customer value.

A collaborative leader, Pete ignites engagement through communication, coaching, and transparency that lowers attrition and excites employees. He excels at identifying obstacles that impede cross-functional work and impact value creation. He currently is COO for InvestorBootz, a service provider to residential real estate investors. Pete received a Bachelor of Arts degree in journalism from the University of Arkansas at Little Rock and an MBA from Colorado State University. A veteran of the U.S. Army Reserves, he is a certified executive coach and a certified Power Presentations coach. He is also a member of MENSA. Pete enjoys running and is working on a plan to run a marathon in every state, with 22 states completed. He and his wife Diane have a his-and-her set of six kids.

Elise Turcios, Secretary

Elise Turcios hails from the San Francisco Bay Area and currently resides in Sonoma County where she is involved in a number of nonprofit agencies providing mental health care and psychoeducation to youth and their families in the community.

She has been introduced to OCF through her sister, who formerly held a position on the Board of Directors. Elise has worked with teens for over a decade and is passionate about building community, performing outreach and connecting youth to programs and agencies that can help support them as they navigate the world. In her free time, you can find Elise spending time in nature, doing yoga or cooking up a storm. Elise is very excited to begin her journey with OCF as a brand new board member and looks forward to creating connections and sharing her passion, perspective and enthusiasm with the One Circle Family.

Jacquelyn Smith-Edwards, LCSW, Member at Large
Prevention Program Manager, DEI, - Henrico County Mental Health and Developmental Services, Virginia
Jacquelyn is a highly involved and caring member of her community and a trained facilitator of our Girls Circle model. Since 2019, Jacquelyn and her husband have been using our models and curricula, facilitating Circle and Council spaces in their respective programs.

Jacquelyn is a certified mental health professional and a clinical social worker licensee with over 25 years of experience working with African American youth and families in prevention and mental health services. She has years of committee leadership experience in governance, fundraising, and grant management. She is the co-founder and Program Manager of Building Constructive Communities Foundation, where she provides prevention and mentoring services to youth, including referrals and one-on-one mentoring and support. With a desire and commitment to grow with an organization culturally sensitive to the needs of the youth and communities, Jacquelyn has demonstrated her passion for providing inclusive environments that help young people thrive.

Priscilla Martinez, LCSW, Member at Large
Clinical Care Manager - Carelon Behavioral Health, Child & Family Division
Priscilla Martinez is a Clinical Care Manager in the Child & Family Division of Elevance Health. This position allows her to serve as a resource to Connecticut families, local/statewide providers as they seek services for youth with mental health needs. Priscilla has a decade’s worth of experience as a school social worker in both public and therapeutic settings.

Her tenure as Director of the New Choices program at The Children’s Center of Hamden allowed her and her team to collaborate with DCF and CSSD to provide short term, evidenced based substance abuse treatment to adolescent males in Connecticut. Her role as a Mental Health Consultant with the Yale School of Psychiatry required collaboration with a multidisciplinary team to assess and support youth in juvenile detention. Previous professional roles provided opportunities to provide advocacy, collaboration and support to adults, youth and families impacted by HIV/AIDS and foster care. In addition to her professional background, Priscilla has lived experience as an immigrant to the US and growing up in a multicultural family in a marginalized community. Community service, something which is close to her heart, led to a tenure as the Board Secretary for the Greater Bridgeport Latino Network and collaboration with the American Red Cross to establish and run blood drives in Bridgeport’s East Side. Priscilla holds a Bachelor’s Degree in Psychology from Fairfield University and a Master of Social Work Degree from the Boston University School of Social Work. Priscilla enjoys spending time with in nature, traveling and exploring art/food with family and friends.
